Meet Nancy Campbell
I’m a lifelong Winchester resident who believes there’s no better place to call home.
I grew up here on Hillman Drive in a hardworking family that taught me the value of community, service, and treating people with respect. Like so many Winchester families, my parents worked hard to provide opportunities for my brother and me, and those lessons have stayed with me throughout my life.
Over the years, I’ve worked in public service, education, real estate, and retail, including positions with the Frederick County Commonwealth’s Attorney’s Office, the Frederick/Winchester Victim Witness Program, and Shenandoah University. I also had the privilege of owning a small business in downtown Winchester, which has given me a perspective on how to keep Old Town vibrant.
Giving back has always been important to me. I have served on numerous local boards and organizations, including the Winchester Social Services Board, the Child Safe Center, Blue Ridge Hospice, and as President of the Board of Evans Home for Children. These experiences reinforced what I have always known: Winchester is strongest when neighbors help neighbors.
My husband, John “Shep” Campbell, and I have been married for 53 years and have spent more than three decades living in the heart of Winchester. Together, we raised two sons and built our lives here. Through every season, we have never forgotten the opportunities this community has given our family or the responsibility we share to preserve what makes Winchester special.
Today, I remain committed to protecting the character of our city while helping it thrive for future generations. I believe in common sense, integrity, and working with others to find practical solutions that put Winchester first.

Having spent my life here, I've witnessed Winchester's growth and change firsthand. Through it all, our city has managed to preserve the charm, sense of community, and small-town character that generations of residents cherish. As we plan for the future, I believe we can embrace thoughtful progress while protecting the traditions and quality of life that make Winchester such a special place to call home.
